Environmental timeseries pre-processing

Time corrections.
This filter performs rounding on the timestamps to a certain precision. This is for example usefull bring manual, discrete measurements to more regular intervals, such as daily values to fall back to full hours so it is easier to mix with automatic, regular hourly measurements.
This takes the rounding precision in seconds. So the supported arguments are:
